 Yingkou Economic and Technical Development Zone

Yingkou Economic and Technical Development Zone ( abbreviated to Yingkou Development Zone ) was approved as a national economic and technical development zone by the State Council in October, 1992 with a primary area of 6 square kilometers during the early stage, an developing area of 16 square kilometers in recent stage and a planning controlled area of 183 square kilometers.
Yingkou Development Zone is situated in the range of 40 15` north latitude and 122 10' east longitude, neighboring Yinkou New Port. It is 210 kilometers north to Shenyang, the capital city of Liaoning Province, and 180 kilometers south to the port city Dalian. The region has an annual average temperature of 9 C, annual precipitation of 606 mm, mild maritime climate.

Yingkou Development Zone has taken its existing shape upon former Yingkou Export Processing Zone and Yingkou New Economic Zone. Upon the State Council's approval of opening Liaodong Peninsula to the outside world in 1988, Liaoning Provincial Government decided to establish Yingkou Export Processing Zone with starting area of  0.5 square kilometers. It was renamed as Yingkou New Economic Zone in 1990 according to the development need and the suggestions given by the mission sent by UNITED NATIONS DEVELOPMENT PROGRAM (UNDP). The short term development area and planning controlled area were outlined.

Through the development and construction in the past few years, a brand-new port city has taken its primary scale from a small fishing village. Up to now, the total investment in infrastructure is about RMBY4 billion, including the input in port facilities and power plant construction. The construction of roads, pipe lines for water supplies, communication facilities and land leveling in 6 square kilometers area have been completed, providing good conditions for foreign investment.

The foreign investment in Yingkou Development Zone is mainly from the countries and regions of the United States, Japan, Korea, Canada, Australia, Singapore, Thailand, Germany, Austria, Belgium, England, Western Samoa, India, Russia, Mexico, Newzealand, Mauritius, Papua New Guinea, HongKong, Macao and Taiwan. Foreign capital is mainly invested in the fields of machinery manufacturing, computer assembling, electronic appliances, garments making, aquatic products processing, daily used product, and also in the lines of service sectors such as hotels, restaurants, recreation facilities and real estate development. Foreign investment fields will be expanded in the future.

The comprehensive developing strategy for Yingkou Development Zone is as follows: Yingkou Development Zone takes the group cites in the central part of Liaoning Province, Northeast China and the east part of Inner Mongolia as its hinterland industrial basis; to attract foreign capital, technology, and management experience; to facilitate the progress of the second phase project of Yingkou New Port, Huaneng Yingkou Power Plant, Yingkou International Airport, New Railway Station; to focus on the industry of technology-intense, precision processing , high marginal products, export oriented and foreign currency earning; to promote service industries of storage and transportation, foreign trade, finance, science and technology, information, tourism, etc.; to develop the zone into an important base in the regions of Liaodong Peninsula and Northeast Asia with foreign investment and technology, well trained personnel and international business information.

It's estimated that at the beginning of next century, there will be industrial output value of RMBY10 billion in foreign invested enterprises, and total export value of RMBY 6.6 billion, foreign currency earning about USD 800 million. By then, Yingkou Development Zone will become a modern port city with a population of 250 thousand, the major economic and technical indicators will reach the level of medium-developed countries in the world.

In 1996, 130 industrial enterprises in Yingkou Economic and Technical Development Zone have accomplished total industrial output value of RMBY3.7 billion and export value of USD 120 million.

INVESTMENT ENVIRONMENT

        Yingkou Development Zone has an excellent environment for investment. In the spring of 1990, a mission consisting of senior experts sent by the UNDP visited Yingkou. In the report presented to the UNDP and the Chinese Government,˘®ˇĆ...... It is based on reasonable theories that Yingkou has the incomparable advantages with its inner industry foundation, natural resources, qualified professionals, geographical position, the port facilities  ......, which many other economic development zones or special zones in China so far can not catch up with."

 

1. Superior Geographical Location, Good Transportation and Communication Network

        Yingkou Development Zone happens to be in the central part, a very important strategic location, of Northeast Asia region, which comprises the Northeast Provinces of China, the Far Eastern Areas of Russia, Mongolia, Korean Peninsula and Japan, Economic and trade cooperation among these countries are being stepped up because of the efficient sea and land transport and economic relations. So, a large potential "Growing Gold Triangular Region" is now beginning to take its shape.

        Yingkou New Port is the one of the State key projects first established in 1982. During the First phase of the project, there has been built nine berths over ten-thousand-ton and one berth over two-thousand-ton for liquid chemical industry with annual handling capacity of over 15 million tons.

        The second Phase of the project is under way. There will establish two three-thousand-ton deep-water berths and two five-thousand-ton deep-water berths. By then, the annual handling capacity will reach over 20 million tons.

        The general plan of the New Port is about to establish eight port pools, nine quay piers and more than 50 over ten-thousand-ton berths with an annual cargo handling over 50 million tons. It will surely step into the line of important coastline seaports.

        By now, the New Port has opened shipping routes to HongKong, Japan and Korea and also some other container cargo shipping routes to domestic coastline. Yingkou New Port has established transportation relationship with more than one hundred ports in over 40 countries and regions.

        In terms of land transport,Yingkou Development Zone is closely connected with three provinces of Northeast China, eastern part of Inner Mongolia and Russia, taking advantages of the railway and roads from Dalian to Hunchun, Suifenhe, Heihe, Mouzhouli, especially the expressway from Shenyang to Dalian. It is about 200 kilometers closer from Yingkou Development Zone to the hinterland of Northeast China and Russia than from Dalian. The advantages of land transport in Yingkou Development Zone will become more and more evident when the electric railway and expressway network in Northeast China are built up.

        The air transportation is now being improved. There are expressways connecting Yingkou New Port with the airports of Shenyang, Dalian and Anshan. Now it only takes one hour from Yingkou Development Zone to Anshan Airport, an hour and a half to Dalian International Airport, two hours to Shenyang International Airport. When the construction of Yingkou International Airport is finished, the three-dimensional traffic networks of sea, land and air will take form.

         The communication in this area is very convenient. It has a postal and telecommunications service building of multi-function taking up 15 thousand square kilometers. With the completion of the communication building, the Yingkou Port has the capacity of more than 10 thousand NEAX61E program-controlled-exchange system, easily connecting to 2055 cities and provinces in China and 198 countries and regions through international direct dial calls. The movable telephone in national (A,B network) and Beepers in provincial network have come into use. Meanwhile, telex and fax machine have already been used to meet the customers* needs. It also has DDN digital network and provides No.200 code accounting service and international collect call service. In terms of post service, international and domestic express mail service have been provided besides the regular post service.

 

2. Sufficient Energy Supply and Rich Natural Resources

        Huaneng Yingkou Power Plant is one of the State key projects during the "eight-five-year" period (1991-1995) which will be constructed in two phases. The planning designed generating capacity of the power plant is 1.8 million kw. For the first phase of the project, two generating sets of 300 thousand kw will be installed with the total investment of RMBY1.6709 billion and Swiss Franc 3021.75 million. For the second phase, it is about to install two generating sets of 600 thousand kw.

        The first generating set of the first phase have been underway of producing in November,1995 and have come into use in January,1996. The second generating set has come into the final phase of project. With the success of generating electricity, not only has Huaneng Yingkou Power Plant provided Yingkou Economic and Technical Development Zone with the strengthful power supply and improved quality of electricity supply, but also promoted the construction of the development zone and Yingkou Region, the national economic development of Liaodong Peninsula and created an expectable environment for drawing foreign investment.

        Yingkou Development Zone is adjacent to the north of Liaohe oil field. Its surrounding area has rich oil and gas deposits. On the other hand, oil and gas can be conveyed to Yingkou New Port through two pipe lines from Daqing oil field to Dalian via Yingkou area.

        There are 32 kinds of metal and non-metal mines explored in Yingkou area. Among them, magnesite deposit ranks the first in the nation. Talcm, boron, and gold mines take an important position. The daily supply of natural mineral water is 442.5 tons and has outstanding quality in the nation. Off shore salt production is 800 thousand tons a year, which is one of the biggest salt producers in China. Rice, fruits, aquatic products and fresh water resources are rich, which can meet the requirement for industrial need for water.

 

3. Solid Industrial Foundation, Strong Science and Technology Background

        Yingkou is a light industrial city majored in textile, light industry and electronics. Production capacity of textile, dying, music instruments, saltmaking, electronic appliance, paper making, mechanical processing take their lead in the province and even in the nation. Especially, the group cities in the middle part of Liaoning as nearby hinterland for the zone have strong industrial, economic, scientific and technological foundation and qualified personnel in all fields. Steel output accounts for 12 percent of the national total, 20.3 percent iron production, 8.3 percent machine tools, 9.2 percent crude oil, chemical fibre 9.8 percent in China. There are 623 provincial and national level scientific research institutions, 47 high learning schools, 441 thousand natural science experts and 319 thousand social science professionals. With such strong and solid foundation in its hinterland, the Yingkou Development Zone has even brighter future and greater potential for its large scale development and construction.

4. Natural Environment, Scenic Views

        Located at a mild and warm region, the area has clear four seasons and suitable climate without severe cold winter or extremely hot summer. There are gentle waves, flat beach, clear water, and fine sand along the seashore by Yingkou Development Zone, which is well known as a the "golden beach". Seashore park and recreation facilities are in completion. About one million people pay a visit here last year. Near the zone, there are Jin Niu Hill Ancient Cultural Park in which a whole apeman fossil of 280 thousand years of history unearthed, the largest plantation in Asia, famous tourism spots-Wang Er Shan (a stone mother on the hill waiting for her son back), hot spring bath, and beacon-fire tower standing right besides the seashore. Such famous historic sites and natural tourism spots make an ideal offshore place composed of hills, sea, forest and springs for tourism and recreation.

5. Development and Construction Taking Preliminary Shape, Investment Environment Getting Perfect by Days

˘®˘®˘®˘®The basic facilities and investment environment of Yingkou Development Zone have been improved through the years of construction and development. In the zone, public facilities such as hotels, apartments, beach bath, entertainment centre, water and land transportations, postal service, telecommunication, warehouses, tas-bonded areas are already in full operation. Service industry such as schools, hospitals, catering service, finance, insurance, etc., are formed into networks. Agencies related to foreign affairs such as customs, commodity quarantine, overseas shipping service are in a complete stage.

ENCOURAGING FIELDS FOR FOREIGN INVESTMENT & PREFERENTIAL POLICIES
 
(!) Encouraging Fields for Foreign Investment

        According to the catalog of encouraging industry for foreign investment in the temporary rules of governmental guide to foreign investment, Yingkou Economic and Technical Development Zone considering of the natural resources, energy resources and the formation of industrial constructure, approved to encourage foreigners to invest in the following fields.

 1. Agriculture, Forestry, Fishery and some other related industry
 2. Deep processing metal and forest resources projects
 3. Fundamental Industry (construction and management of highway, ports, ferry facilities and civil airports)
 4. Petrochemical Processing Projects
 5. Machinery Processing Projects
 6. Electronic Processing Projects
 7. Rising Industry Projects

(2) . PREFERENTIAL POLICIES

         1. The processing type of enterprises established by foreign investors in the zone can pay income tax at reduced rate of 15% of the incomes. Such enterprises scheduled to operate for more than 10 years can be waved from income tax during the first two profit-making years. A further 50% reduction can be granted from the third year to the fifth year followed.
        2. Service type of foreign-invested enterprises in the development zone, whose investment is over USD 5 million with the duration of more than 10 years, shall be given preferential treatment in tax collection by means of one ease, one negotiation.
        3. After the tax free and tax reduced years regulated by nation's taxation law, the export oriented enterprises can pay its income tax at 10%, if its export value accounts for more than 70% of the total output value in that year.
        4. The income tax for technology intensive enterprises shall be reduced 3 years further after the expiration of the term of exemption and reduction in income tax.
        5. Those foreign investors who don't have firms in China but receive dividends, interest, rental incomes, royalties and other incomes from sources in the development zone, apart from the exemption from the income tax by relevant law, shall pay the income tax at a reduced rate of 10%. Subject to the approvement of the Development Zone Administrative Commission, foreign investors who provide capital and equipment together with advanced technology to a Chinese firm may be granted further concession. 6. Foreign investment enterprises who has invested over USD 5 million and dealt with projects of ports, expressways, railways, power stations and water plants can enjoy preferential policies on the basis of "one base, one negotiation" method. 7. For the enterprises with foreign investment, those China cannot provide, raw materials, components, parts, packaging materials shall be exempted from customs duty by showing approval documents. If the products marketed domestically, the exempted customs duty must be paid according to the regulations.

APPLICATION AND APPROVAL PROCEDURES

1. Qualification of investors

        1) . Foreign investors

        Any foreign individuals, business firms or other economic organizations, registered abroad and in HongKong, Macau, Taiwan, as long as obeying Chinese laws concerning to the foreign investment, will be permitted to incorporate themselves in yingkou Development Zone. The foreign investment should account for 25% or above of the total investment in equity joint ventures         2) . Chinese investors

        Any state-run enterprises, collective enterprises registered in China can incorporate themselves with foreign partners in either equity joint

        For the private-owned enterprises which serve as Chinese partners, they should be of more than RMBY 500 thousand as registered capital and over three year's successful experience for business operation.

2. Type of enterprises to be established

        1) wholly-foreign-owned firms: all the investments are from foreign individuals, busness firms or other economic organizations, the established enterprises are independently operated and managed by foreign investors.
        2) equity joint ventures: foreign and Chinese partners invest proportionally and jointly manage the established enterprises.
        3) contractual joint ventures: foreign and Chinese partners contractually set up and run the enterprises.

3. Means of investment

        ˘®1) In hard currency U. S. dollar, RMB, or some other foreign currencies converted to RMB.
        2) In physical properties Materials, equipment, factory buildings, land or relevant facilities.
     3) In non-physical properties Land ownership, land using rights, special technology and industrial intellectural property rights evaluated by Provincial or Upper Science and Technical Commission.

        2) Others

        Any foreign and domestic business firms and other economic organizations and foreign individuals, who are willing to set up enterprises with foreign investment, can get assistance from the project conductors to do the actual works including project application, contract and regulations approval, applying for ratification certificates and business license.

5. Project administration

        Foreign Economic Relations and Trade Bureau, Yingkou Economic And Technical Development Zone (YETDZ), is the project approval authority with ratification power up to USD 30 million. ------ to approve equity joint ventures and contract joint ventures(project application, contract, articles of associations and application for ratification certificate to its upper authorities.)

        ------ to issue ratification certificate to encouraged type of projects.

        ------to approve wholly-foreign-owned enterprises application forms and forward the  application to its upper authorities.

6. Documents required
        1) wholly-foreign-owned enterprises, following materials needed:
